South Dakota Secretary of State Uses Everyone Counts’ Technology to Improve Overseas Military Voting


South Dakota Secretary of State Jason Gant announced a new system utilizing Everyone Counts’ Next Generation voting platform, eLect®, to provide servicemen and women overseas a revolutionary experience in casting a ballot.

The new system, called Innovative Overseas Absentee-Balloting System (iOASIS), for the first time in history integrates the security of the Common Access Card (CAC) issued by the Department of Defense with a state of the art voting system.  iOASIS verifies and authenticates overseas voters, allowing voters to register, request, receive and mark an absentee ballot in seconds, securely and reliably. This streamlines a 60-day process into a transaction completed in under 5 minutes. After a voter marks their ballot, the ballot is printed and returned for counting, but could be easily and securely returned electronically, as well, further streamlining the process.

The iOASIS program has been successfully tested nearly 1,000 times with the assistance of the South Dakota National Guard. The program increases the percentage of ballots successfully returned by dramatically reducing paperwork and increasing efficiency and security. The iOASIS program will be launched in 2014 elections.
