Next Generation Accessible Voting Comes to Bosnia & Herzegovina

Media and voters experience Everyone Counts' groundbreaking election technology


Sarajevo, Bosnia & HerzegovinaNational and international media turned out in Sarajevo, Bosnia and Herzegovina (BiH) to learn about how the latest breakthrough technology is being used to make voting more accessible.

The Association of Election Officials of Bosnia and Herzegovina (AEOBiH), local non-governmental organizations (NGOs) representing disabled voters, and Everyone Counts presented the joint project to facilitate greater access to the ballot and participation of voters with disabilities in the election process. The initiative is supported by a grant from the U.S. Agency for International Development (USAID).

The latest stage of the initiative is to make the voting system available to voters in a simulated election being conducted in Sarajevo and Banja Luka. The Simulated Election is open to all voters, especially people with disabilities. This will lead to the definition of detailed recommendations for providing and improving voting access and participation by persons with disabilities in future elections in BiH, focusing on the 2014 parliamentary election.

The Everyone Counts voting solution allows any regular computer to be used to access, mark, and print the ballot. Compared to traditional paper ballots, this is a much more efficient, easy, and accurate voting process for voters. This is especially the case for persons with disabilities or visual impairments, who are able to use interactive assistive devices and screen reading technology to mark and cast their ballot privately and independently.

Everyone Counts is working closely with a number of NGOs to develop and implement the new voting system. This includes the Association of Paraplegics and Persons with Infantile Paralysis of the Federation of BiH, the Association of Blind Persons of Sarajevo Canton, and the Coordination Board of the Organizations of Disabled People in the Republic of Srpska.

The Everyone Counts’ voting system will also be discussed at the 21st Annual Conference of the Association of European Election Officials (ACEEEO), which is being held in Sarajevo between 13 – 15 September 2012.
