The West Virginia Uniformed Services and Overseas Citizen: Online Voting Pilot Project was the first time voters were allowed to submit ballots online in the state. By integrating digital solutions seamlessly with traditional election processes, Everyone Counts boosted West Virginia's Absentee Ballot return rates from 58% to 92.5%. Increased convenience and access ensured UOCAVA voters' voices were heard in greater numbers, and 100% of respondents said they would use the system again.
